Capping + DeCapper Tool?

     What does  "capping" mean in reloading?   What is a de-capper tool, and what does it do?

    It's usually related to blackpowder.  On and off with the percussion cap. 

    If we're talking centerfire cartridges, most of use a sizing/decapping die and cap/prime by hand or at the step right after belling the case mouth.

    Decap in reloading is poping out the old fired primer so a
    a new primer can be installed after resizing and expanding
    the case necks.   The installation of the new primer is
    "priming"   Capping I would think terms placing a primer
    of the nipple of percussion black powder rifle prior to
    firing when powder and bullet is seated in the bore.
