The Obama administration will accept no more public input for a federal strategy that could prohibit U.S. citizens from fishing some of the nation's oceans, coastal areas, Great Lakes, and even inland waters.

I am getting sick to death about all the articles that keep popping up That start out with something like "The Obama administration has decided".  Good heavens, the man thinks he is God. :cuss :cuss  I honestly pray daily the he is not elected to a second term.
This may be considered as the true palladium of liberty. . . . The right of self defence is the first law of nature: in most governments it has been the study of rulers to confine this right within the narrowest limits possible. Wherever standing armies are kept up, and the right of the people to keep and bear arms is, under any colour or pretext whatsoever, prohibited, liberty, if not already annihilated, is on the brink of destruction- St. George Tucker, Blackstone's Commentaries

Oh we already have to ask permission... we have to get a Permit and pay the fees.
    This is asinine.
Again, Utah knows how to manage Utah and the feds can kiss off.  Every State should do the same.

George, that's my point!  I pay fees to the STATE for my license, this helps pay for wildlife biologists, stocking, and conservation programs.  And as you note, Utah does well.  For example, I was ice fishing 2 weeks ago at Strawberry with a friend, and he pulls out a 6 pound rainbow.  Now, Stawberry gets fished very heavily, yet the fish are always there.  So I'd say Utah is managing it's fisheries quite well without Federal interference.

And I am sure every State can manage their waters just fine too...
The only areas I know of that should have any federal oversight... are the Fishing privileges of Native Americans... such as in the Pacific Northwest.
Here's the deal... Indians there basically have a totally different set of rules for fishing than anyone else.  They can fish basically unchecked.  Further regulation will only strangle "White Man" fishing.  Fishing up there is an Industry.  This gives the Indians all the advantages...  This will kill fishing for anyone that isn't Indian.   There is a lot of money there.  And for Sport or Recreational fishing?  It will kill that too.  Further harming two more industries (Fishing Charters and the making and selling of fishing gear) in one fell swoop... while at the same time draining revenue from the States for lost fishing license fees.
