Dispatcher to this women, NO officers are available.  Advice:  Tell the threatening [rapist] to go away and call the sheriff's dept. tomorrow if he has a weapon (if you survive that is).  Result:  Man breaks in and rapes the women who called 911 for help.  Incredible.  Tax cuts are blamed for uncovered areas and the sheriff dept. is only available part time.  If criminals get enough smarts, they'd get away with perpetrating in areas like this.

The liberals would enjoy taking guns, but won't step up funding or even maintain current LEO's.

    There is soooooo gonna be a lawsuit here. Negligence on the part of 911. However I believe there was a SCOTUS decision thar said the Police DON'T have to protect the public at large
     Something about 3 women in DC calling the police repeatedly for help. Police never arrived. All three women beaten and raped repeatedly over a period of several days. Aweful thing that.

    This sort of crap is the same old taxation ploy from ages past. When school funding is clipped, what is the card they play to make the voters cry uncle? "We're gonna have to cut FOOTBALL!" When city and county taxes are up for vote, it is police and fire on the chopping block. When federal taxes are the issue, it is DoD and social security and old people being shovelled into ovens. $1.3 million for lesbian snail studies in Left Armpit, Trashcanistan is never in jeopardy.

    The whole thing is worth reading but here is his summation:

    I wonder how much of this is a case of politics getting involved? I.e., the mayor and the sheriff don't like each other, so the mayor cuts his funding to try and get him to quit to get someone else into office?

    Hell, GHP was underfunded/staffed for years because Gov. Sonny Purdue had his nose out of joint because his (married, at the time) daughter had an affair with a GHP Trooper on her security detail (I believe they later married).  One of the few things I like about Gov. Deal is that he has increased funding for GHP.

    In all fairness to this particular county they were really blindside when it came to the budget. This is an area of timber payments from the Fed due to a large portion of the county being BLM and National Park land. When you set up you budget to have x amount of dollars, and you end up with (from what I have heard) half of the expected income, stuff like this can happen.

    Growing up in a fairly rural county I can tell you that there was times, (and I happened to know when they where) every week where there was 1 LEO in an area roughly 100 square miles. If you had to call the cops for an emergency the wait could easily be into the hours before a unit rolled up.

    Now could the county have handled this better? Should they have an "On Call" deputy, Absolutley. But in the situation it wasnt a grevios lets pay for Art and recycling while letting the LEOs go.

    It's called "payments in lieu of taxes". The local governments (cities, towns, and counties) are supposed to get a percentage of the timber and mining receipts. Since the feds have cut back on timber sales and mining permits, many of these rural governments have seen dramatic decreases in funding.

    The sheriff's dept should have been more creative and proactive.  A lot, surprisingly, can be tackled over the phone.  In the past, I've worked computer network issues on the phone with NASA, Army, Navy, WalMart ( :panic), etc.  The dispatcher seemly had barely any training and no effective contingency planning.  She could have bettered the victim's odds by giving barricade or escape helps or conducting a weapons inventory, have her contact neighbors and close friends to come over, instead of giving a hopeless, polarizing  message.

    The sad thing is stall tactics may not frustrate an attacker and no help is on the way.  The dispatcher's bad and missing advice is the strongest basis for a law suit.

    Not to sound mundane but if our nation actually followed the Constitutional precepts in article 1, she would have been trained and well armed by our FedGov. THAT would eliminate a lot of need for defending citizens. Rapist breaking in? Use your issued 'insert military  rifle name here' to blast holes into the perp as he enters the home illegally. Tactical reload, call police, hold at rifle point until authorities arrive. Clear rifle, make coffee, answer questions with lawyer present.

    This is correct.  I believe the case is Warren vs DC.  A similar one is CastleRock v Gonzales.

    I happen to think the courts are right.  Ultimately only YOU are responsible for YOU.

    That being said, I find it absolutely unacceptable that there wasn't an officer who could be dispatched.  Were zero officers on duty in a 20 mile radius?  Someone should have been 'on the way' even if that officer was going to face a 30 minute or more drive (hey when I used to live in a rural area, 30 minute response time was to be expected) and even if that officer had to stop writing that speeding ticket, DWI ticket, breaking up some underage drinking, or pretty much abandon the pursuit of any crime /criminal that is less than rape.

    Heck, she could have called an officer or the sheriff at home, woke em up from sleep, and told em what was going on.

    That's what happens in my county pretty regularly.  Many nights no one is out and about.  If a call comes in they have to call the sheriff or deputy and they have to wake up, get dressed, get in the truck and respond.  Depending on where you're at it may take 30-45 minutes or maybe more.  Just something you accept when you live in the sticks and I'm fine with that.

    Probably more city and suburban related, but law enforcement has preached not to take matters into your own hands, call police and let the trained professionals handle it.  They forgot to put in the rural disclaimer or if were too busy, the perp is yours and run if you can.

    Read the Grant Cunningham link. Josephine County is, apparently, larger than Rhode Island and, due to the failure of a tax levy and dwindling revenues from timber harvesting, has a Sheriff's Office of six deputies. That's not six per shift, or even six per day. That's six, period. I think it is pretty fair to say that yeah, there was no cop on duty within 20 miles of that location. You might call someone at home, but what good would that do you? I get the cut-the-services shell game that politicians and departments can play, but when you're covering a county the size of a state made up of logging roads with a SO staff that I barely need two hands to count off, I find it to be completely probable that there was no one to go.

    Yep. Happens all the time in the far reaches of the mountains of Western NC near the Tennessee line. We have counties like the above and one or two deputies, if that, on duty. Provided they aren't already on a call, it may take them 30 minutes minimum on a good night to reach an emergency. On the main Cherokee reservation we have 24 hour coverage but down in the Snowbird section in Robbinsville and the Cherokee county tribal lands near Murphy and Andrews, our offficers work 12noon - 12 mid and overlap with another officer 6a-6p so there is a gap of coverage from midnight to 6a and the officer has to respond from home during that six hours.

    Even on the main Cherokee rez, our officers may be tied up waaaay up on Rough Branch (toward Maggie Valley on US19) on a fight, domestic, etc. and we get a call up at the top of Big Cove 15 miles away on winding mountain roads that would give a Grand Prix driver fits. Add the man power shortage (today I am two short due to leave and illness) and I have a grand total of three officers to police a transient summer population of 150,000 and two counties. That's if Snowbird doesn't call and need help and we don't get a mental commitment we have to babysit.
     
    This is just one of many reasons why the 2nd Amendment is so important to me. We are on our own until help arrives, if it arrives. Shortages happen for many reasons and its only going to get worse as lack of suitable new LEO candidates hits, money is even harder to come by, current LEO's get tired of the BS and walk away and crime/workload increases. Besides, having 24 hour coverage and enough coverage at that, is a modern convenience that wasn't around in my grandfather's day when he was a deputy sheriff back in the late 40's and 50's. Society is degenerating and we are falling back to "them days."
