Something Bothering Me, but not a Surprise

Leading up to the CinC's announcement that he had eventually after much thought and consideration and waiting and pondering, had finally decided to   :-X or get off the pot and make a decision about for troops to Afghanistan...  a few politicians and staffers were saying that if the president wanted to send troops to get the job done, he should have a plan to pay for them.

Wait-- build a tropical rainforest in Coralville, Iowa and no one needs a plan to pay for it.  Dump camel loads of cash into any project, build a whole new shadow infrastructure to send out slush funds recovery money, feed pigs and set fire to stacks of cash and no one needs to figure out where it will come from, but
