    Most jetpacks aren't technically jetpacks either. They're usually monopropellant rockets.

    Do we forget that cops were primarily still using 6 Shot Revolvers well through the mid 80's? It wasn't until after 1986 that most departments then relented and went to autos.
    Capacity wasn't really an issue then... and honestly really it's not even an issue now.

    Mount anti-tank ordnance on it and use it to pop up, fire at a tank and drop out of sight. It would be too tempting and helpless a target though if caught above the tree line.

    I could see a use for it in civilian SAR. It'd be great for coordinating search teams, etc. Might also have some use during riots, etc. as well and patrolling around prison perimeters.
