Name the five functions of Government mentioned in the preamble

 Name the five functions of Government mentioned in the preamble to the Constitution.  That is one of the questions the boy scouts have to answer for their Citizenship in the nation merit badge. I thought the preamble was just explaining the founders reasoning behind the Constitution? I find myself at a loss as to where most of the stuff mentioned therein became functions of government. Provide for the common defense- maybe, although back in the day a standing army was not a popular idea, so they probably had militias in mind if anything. Promote the general welfare? I guess of you crossed out the words "the" and "general" and applied it to now and not when the constitution was written........I'm no constitutional scholar by any stretch. I graduated high school on the "we don't want him back" plan and left a smoke trail behind as I ran as fast and as far as I could away from the academic world and anything else even remotely associated with it. Still I find myself having to explain this whole preamble thing to a bunch of twelve year olds tonight, so Im looking for some insight a bit late in the game ( we will be working on it next week as well, so I guess I'm not too late....) Maybe forming a more perfect union is a function of government?...... Right......... :facepalm

Form the Legal information institute:  "The Preamble to the Constitution is an introductory, succinct statement of the principles at work in the full text.   It is referred to in countless speeches, judicial opinions, and in a song from Schoolhouse Rock.  Courts will not interpret the Preamble to confer any rights or powers not granted specifically in the Constitution".
