You cannot get lead based paint anymore. Here we have kids coming up missing out on eating lead paint chips as I did.

    You can't buy lead-based paint at Big Box stores.  If you have the secret decoder ring and know the source, you can get the stuff to *make* lead based paint, however.  Though why on earth anybody but an iconographer would go to all the trouble is beyond me. 

    (I use lead white in my work).
