1911 NYC Sullivan Act - The Edge of Madness!

The year was 1911, "Big Tim (Sullivan) was already suffering from tertiary syphilis when he wrote his (concealed carry) law. He went mad soon thereafter and was sent to a sanitarium in 1912. He eventually escaped. His severed body was found on railroad tracks in The Bronx in August 1913."    :coffee

    The syphilis may not have been the immediate reason why he was on the tracks .
    He was at the higher levels of the Democratic Party in NYC at the time, and as his mental faculties began to go others may have been concerned about what he might say.
    While the tertiary syphilis wasn't going to leave him the sanest of people, I doubt it would lead him to escaping a locked down ward just to go and sleep on train tracks,

    I don't believe the Rodham family were in the halls of power at that time.

    Sullivan's knowledge and potential leakage of the inner workings of Tammany Hall would probably been motive enough.

    The edge of madness, was the Sullivan Act - designed to protect the gangland enforcers of the Tammany Hall, (Democratic Party), political machine while disarming the general population.   

    Yes, foul play against Sullivan was suspected but never proved. 

    And street sweepers continued to collect horse pucky from NYC streets.
