...hoping the way the future CT laws are written that I can still buy post ban uppers.

I only had one AR during the 1994-2004 ban and had no intentions of buying uppers. Could someone tell me how that worked? If you had a pre-ban lower could you buy uppers for it all day long? I mean any upper. I figured if you had a grandfathered gun you had choices.

I'm just twitchy about it now. I know I need to buy lots and lots of mags. I just wanna know if uppers can wait.

Uppers are not registered anywhere. It would surprise me if there was any laws made that would change that. However there is those mag bans that have taken place. The nice thing is that CT is small, and you can drive over and buy an upper anywhere without there being any out of state issues.

That's what I'm hoping for. I might actually buy two stripped lowers and a ton of mags. Two AR's I will probably keep in 6.5 Grendel and one of the monster bores (I like all three) and have a spare upper in .300 BLK and 5.56.

It sucks that I have to put other projects on hold. At least A-hole Malloy made a statement that he wants to see a federal ban first. Which gives me hope as well as time. If a federal ban fails then he will probably try to institute a high cap mag ban in the state. It's not like he can institute an AWB. CT already has one. And has since 93.

If complete uppers are affected, you might have to settle for building your upper by scratch. Entails more work obviously, but the availability of individual parts will hopefully be unaffected.

Are idiot politicians aware that "we" can build an AR from scratch? *hoping they are even stupider than we think*

Building an upper is no more difficult than assembling a Lego set. Just need more tools.

Most lego sets don't require a torque wrench and a vise. It's a little more difficult than legos. But not too much.

The difference between the 1994 AWB and a possible future AWB is that there are no details and also no guarantees of a grandfather clause. BTW the 1994 AWB didn't grandfather stripped lowers, they actually had to be completed firearms to be considered "pre-ban". There is no telling if a proposed AWB will feature similar provisions but rumor has it that "assault weapons" and hi capacity magazines won't be transferrable. Who knows, we can speculate up until it actually happens but right now it's all a big guess.

Was there registration of "pre-ban assault weapons?" Meaning if I have a stack of stripped lowers in my safe, how would anyone have known they weren't assembled "pre ban?"

They wouldn't, but the question would be how much proof would you feel comfortable having? The burden of proof would be on the State to prove that it was NOT assembled prior to the ban, but most people would feel better having proof that it WAS.

Hopefully there will be no ban this time around, but who knows?

Also, what qualifies as "assembled?" I'll have LPKs in all my lowers in a week or two. No uppers yet, none planned for the time being.

For the purposes of any future ban? I have no idea. Depends on what our elected idiots decide to do.

Personally, I'd take a lower, put in a LPK, attach a stock and a complete upper, and take a photo with time/date stamp. There's no way to prove it conclusively, but that's pretty solid. Maybe have someone "witness" it, if I were worried about it.

As it turns out, I have a couple of stripped lowers, but I have the parts to assemble them. I'm just gonna put them together now (no reason not to) and not worry about it.

I got other things on the list besides uppers, and I only have a vague design in my head for one of them. And it ain't gonna be cheap, even in normal, sane times.

If you're concerned about documentation, or having it actually be built alead of time, buy a generic upper, or borrow one from someone. Once the lower is attached, it is a rifle.

Since there is no way to tell what configuration a rifle is in between now and any hypothetical post-ban then, and as of right now there is nothing illegal about having a rifle in whatever configuration you want (non-SBR, of course), I would say that if you assemble the lower, slap on an upper and document it (pictures, etc), you're good. It doesn't matter that you then promptly remove the upper and put it on the next lower. Once it is assembled as a rifle, it is a rifle.
