Do we forget that cops were primarily still using 6 Shot Revolvers well through the mid 80's? It wasn't until after 1986 that most departments then relented and went to autos.
Capacity wasn't really an issue then... and honestly really it's not even an issue now.

    It's a power trowel not a buffer. 

    If you have more than two guys with more than four brain cells between them, it is a pain but no big deal to grab and get back under control.  You throw down the water to break the surface tension, then do something to slow down the handle so the other guy can grab it and shut it down.  As demonstrated in the video.  They were slow but effective, I would b____ them out but no one would get fired.

    The office guys making the video are morons with out the brains to blow their nose's with out instructions and a demonstration.  Fluffing Asshats.
