Request for Assistance" Pending Parole

From one of the police email forums I am on. If you can help please do so, please consider passing it on to wherever you are subscribed:

Below is a request from Det. MC Williams from Colorado. Read carefully what this offender did to an undercover female police officer and send an email or letter to the parole board.

Below you will find an appeal to contact the Colorado Parole Board concerning a serial rapist -- William Graham -- who was viciously attacked and sexually assaulted a number of women before doing the same to one of our own who was working UC in an attempt to apprehend him. I have included a copy of the letter I sent today -- feel free to copy/paste and then personalize it for your own use. You do NOT have to be in CO to assist. Regardless, please keep Ofc. Bilstein in prayer while at the same time praying for wisdom for the Parole Board.

With the exception of her family and a few close friends, Kara has never received any help in her previous appearances before the Parole Board concerning William Graham. She has not asked me to help her in Graham's upcoming parole hearing, but trust me, if you ever met Kara, you would just want to help. She is an awesome lady and a great cop!

I would like to ask you to help the Colorado Parole Board again rule to refuse William Graham parole. He is obviously a serial rapist who not only sexually assaults his victims but also brutally beats them. This guy really needs to complete his full 24-year sentence.

There are several things you could do to help Kara.

(1) Forward this e-mail to anyone and everyone, law enforcement or civilian, you know who might assist us. If you have access to a law enforcement organization e-mail list, forward this to them.

(2) Send an email to the Colorado Parole Board asking them to not grant William Graham (DOC# 55545) parole since it is obvious to everyone involved that he will repeat offend when he is released and has threatened to harm Kara, his victim and a law enforcement officer. The Colorado Parole Board does not have a general e-mail address, so let's just send the email to the members below. All you have to do is copy and paste the addresses into the email Address Block.

Third, take 10 or 15 minutes of your time and a $.44 postage stamp and also write the Colorado Parole Board. I am convinced that if the Parole Board receives several thousand e-mails and letters from around the world, it can only help Kara. We have no control over their decision, but we have control over how many people they think are looking over their shoulders.

Dear Parole Board Members:
I write you on behalf of a fellow peace officer who went way beyond the call of duty to insure that a serial rapist was apprehended. In 1996, Kara Bilstein joined the Denver Police Department (DPD). Her father served for 30 years with the DPD and Kara wanted to follow in his footsteps. She completed her training and began working as a patrol officer.
In July, 1998, Kara was asked to assist a specialized unit in DPD in an attempt to apprehend a serial rapist who had severely beaten and raped three women in the same area and in the same manner. Kara, who had absolutely no undercover training, and another female officer were to play the role of an intoxicated person leaving a bar and then walk a certain route in an effort to lure the serial rapist to attack them. They made an attempt one evening; however, the rapist did not attack.

In August, 1998, Kara and another female officer performed their undercover roles in the same area; however, this attempt resulted in dire consequences. While Kara was walking her route, again acting intoxicated, she was viciously attacked by the rapist. Her team had temporarily lost her. The attack resulted in her being sexually assaulted, her jaw and eye socket fractured and all the ribs on her left side being cracked. The serial rapist, William Graham, was subsequently arrested and charged with the three prior rapes and the assault on Officer Bilstein. I know all of you have serious questions about how something like that could occur, but the circumstances are way to many to describe in this letter. It was a series of mistakes that no one intentionally planned to happen.

The three victims prior to Kara sustained the following injuries during their attack:

Victim #1 - Dislocated Shoulder, bruised ribs, injuries to hands and knees.
Victim #2 - Injuries to back, neck, hips and developed severe PTSD.
Victim #3 - Injuries to back, face and developed severe PTSD. Ultimately committed suicide!

The District Attorney did not want to go to trial for the four sexual assaults since the first three victims could not identify their attacker. They were intoxicated when attacks occurred and Graham slammed them to the ground and covered their mouth and nose until they passed out.

On March 26, 1999, Graham was charged with:

First Degree Sexual Assault -Physical Force - Two Counts First Degree Sexual Assault - Physical Force;

Attempt - Two Counts Third Degree Sexual Assault - Force;

Third Degree Sexual Assault - No Consent/Threats;

Second Degree Kidnap Sexual Assault;

Second Degree Assault - Serious Bodily Injury - Two Counts;

Second Degree Assault - Not Provoked

On May 7, 1999, Graham pled guilty to Second Degree Assault - Serious Bodily Injury and was sentenced to twelve years. He also pled to Third Degree Sexual Assault - Force and was sentenced to twelve years. Both sentences were to run consecutively plus mandatory parole when discharged. He was sent to prison for 24 years. Also note that at the plea he admitted to all four of the sexual assaults. Unfortunately, since the Prosecutor let him plea down to the charges, he was eligible for parole hearing after serving 50% of his sentence instead of 75% had he pled as charged.

In 2001, Kara received a letter from Graham stating that he would "finish the job" when he gets out. Kara took the letter to the Colorado Department of Corrections and they revoked Graham's mail privileges (That's all??!!). Also during that same year, Steven Gonzales, who had been a pod-mate with Graham in prison showed up at Kara's District Station and then her home (!!) asking questions about locating Kara. Gonzales' parole was revoked.

Kara, who is convinced that Graham will attempt to kill her when he is paroled, talked with his "anger management" counselor at the prison who told her that she believes Graham WILL harm a female when he gets out and has deep-seeded anger towards Kara.

Also of importance is Graham's criminal history:

March 26, 1984 - (18 years old) pled to Criminal Mischief - Two years deferred judgment.
January 30, 1986 - Charged with Sexual Assault on a Child; Criminal Attempt to Commit Sexual Assault on a child.
June, 1986 pled guilty to Criminal Attempt to Commit Sexual Assault on a Child. Sentenced to eight years. Discharged from Department of Corrections January, 1993.
February, 1994 - Pled guilty to DUI.
September, 1997 - Pled guilty to Park Curfew and Glass Bottles. The park was five blocks from where the sexual assaults occurred. Graham has had two previous parole hearings. He was denied parole in both cases.

On August 3, 2010, he will again have a parole hearing. Kara has no one else to assist her and she has not requested our assistance, but there is no way we can just ignore the situation and hope that the "right thing" is done.

I can assure you the denial of William Graham's parole is of the utmost importance to Kara, anyone who knows Kara, the law enforcement community, and the public in general. With the exception of her family and a few close friends, Kara has never received any help in her previous appearances before the Parole Board. She has not asked me to help her in Graham's upcoming parole hearing, but trust me, if you ever met Kara, you would just want to help. She is an awesome lady and a great cop!

I am therefore respectfully asking the Colorado Parole Board to again rule to refuse William Graham parole. He is obviously a serial rapist who not only sexually assaults his victims but also brutally beats them. This felon needs to complete his full 24-year sentence.

The bottom line is this: William Graham (DOC#55545) is a serial rapist. He was pled guilty to brutally beating and sexual assaulting four women, the last being a Denver Police Officer who was acting in an on-duty, undercover capacity. He is an admitted sexual predator who will very likely rape and assault women again upon his release from prison.

Please deny his request for parole that is scheduled for August 3, 2010.

    I wanted to verify this first before I wrote anything.  I'm weary sometimes of emails that ask me to forward things.  Here's a pic of the guy.

    According to that site, it says his parole date is on August 1, 2010 and not on the 3rd.  And if he is denied parole, when would he next be eligible?  We need to stay on this.

    Am I the only one wondering what an inexperienced female rookie with no undercover training is doing on an undercover operation acting as bait for a rapist?  And then her team "lost" her?

    Certainly the rapist should be put up against the wall.  But whoever came up with this brilliant plan also deserves, at a minimum, a full-bore kick to the stones.  I mean WTF?

    In my mind, there has always been a romantic notion about revolvers as the purveyors of justice.  Same thing, for example, if I had a wife and I found another man in her bed, I'd reach for an N-frame...That's just me.

    Why would they send you the email?  It's not like you started all of this... or did you?  I'd be interested in reading what they had to say.

    No it was a "form" email. A number of people got them and no, I diidn;t start the chain.

    It's on Glock Talk and doing a Google search it looks like a number of forums got involved. It was the woman that replied to me, every one else blew me off.

    That would be awesome.  Make the dude select the round that will vector through his head.  I'd even give him some caliber options.

    Last Meals however - bread and water.  Screw that whole Lobster Tail crap.

    A "last meal" is objectively a stupid and irrational thing to grant.  I say that because if you are going to die, you simply don't need the calories.  You really don't!  Ergo, last meals are a dumb expenditure.  I don't even know why they bother with them.  The prison system is already a really serious dough racket anyway (complete with  propietary labor unions) I don't see why it needs to be worse.

    If you want to give such a vile prisoner the comfort of choice.  Let him choose the projectile.  I think that's fair.

    I must add, that bullet to the right of the Cor-Bon looks very interesting.

    John Allen Muhammad, the "Beltway sniper" who went on a two-week shooting spree in the Washington, D.C., area in 2002*, was scheduled for execution in Greensville, Va., Tuesday night. (Update: Virginia executed Muhammad at 9:06 p.m. Tuesday.) In death row tradition, Muhammad requested a special last meal, but he asked the Virginia Department of Corrections not to announce the menu. Can a death row inmate request anything he wants for his final meal?

    Sure, but he might not get it. Final meals are generally limited to food that can be prepared on-site. Virginia prisons have a 28-day rotating menu—for example, hot dogs on the first day of the cycle, chili on the second day, etc.—and prisoners facing imminent execution are limited to one of the 28. Other states are more flexible. In Texas, the chef at the Huntsville unit where executions take place tries to accommodate any order. But sometimes that means cooking a close approximate. When an inmate requests filet mignon—which happens a lot—the chef will instead cook up a steak hamburger, since that's what they already have in the kitchen. When a Texas inmate requested 24 tacos, the chef made four. In Florida, last meals must be purchased locally and can't cost more than $40. Alcohol is almost never allowed, since the prisons don't want rowdy inmates on their hands.

    Prisoners usually submit their final meal request a couple of days before their execution date. The request is passed along to the prison's chef—often a prisoner himself—who then prepares the meal. When the food is ready, it's covered and brought to the prisoner's cell a few hours before the execution. (In Virginia, the food has to be served at least four hours beforehand.)

    The most popular request is a cheeseburger and fries. Steak, fried chicken, and ice cream are also common. A communications representative often announces the menu to reporters, but a prisoner can request that his choice remain secret. Until 2004, the Texas Department of Criminal Justice posted the last meals of executed prisoners on its Web site but removed the list after receiving complaints that it was offensive. The last request listed is from double homicide convict Larry Hayes, who asked for "Two bacon double cheeseburgers, French fries, onion rings, ketchup, cole slaw, two diet Cokes, one quart of milk, one pint of rocky road ice cream, one pint of fried okra, salad dressing, tomato, and onion." (Texas still posts the names and crimes of its executed offenders, as well as their last statements.) According to the TDCJ, a prisoner set to be executed Tuesday, Yosvanis Valle, asked for four hamburgers, Mexican rice, tomato, jalapeños, cheese, onions, and salad dressing. His request was granted.

    The last meals of death row inmates are often quite memorable. Karla Faye Tucker requested a fruit plate but didn't eat it. John Wayne Gacy asked for shrimp, fried chicken, French fries, and a pound of strawberries. Timothy McVeigh ate two pints of mint chocolate chip ice cream. Instead of a last meal, Tennessee convict Philip Workman requested that pizza be distributed to the homeless in Nashville. (Prison officials denied his request, but local groups passed out pizza in his honor.) Before his execution in 2000, convicted rapist and murderer Odell Barnes requested a last meal of "Justice, Equality, World Peace." In 1992, Arkansas convict Ricky Ray Rector, who had brain damage from shooting himself in the head after killing a police officer, ate a final meal of steak, fried chicken, and cherry Kool-Aid, but famously said he wanted to save his pecan pie for later.

    This is a six year old topic. I received an email from a lady named Angie Thompson who stated, "I am responding to a post i believe you sent in 2010 concerning a parole hearing for William Graham Im sure you are aware he has been released This is of most concern for me and my family living in colorado Please contact me for further discussion".

    I have no idea who the lady is and I no longer have access to my emails from six years ago, so I am at a loss as to how to respond.

    I get emails at work all the time from people who find my email on professional lists.  Usually wanting me to try their software or their program.  Unsolicited, I consider them to be junk mail.

    In this case, after six years, this person apparently found the original text of this thread or more likely (since she has your e-mail address) evidence of the original e-mail you sent to the parole board so knows you were interested in the case.  And she is possibly correct that he has been released.  The only William Graham currently showing as being held in the Colorado DOC is only 32 years old and won't be eligible for parole till 2043.

    If it were me, I would ignore her e-mail.  She contacted you and you don't know her.  That's reason enough to ignore the e-mail.  It's just like a telemarketer calling your home phone.  Unsolicited gets ignored.
