    Unless I misread this, it still leaves discretion up to the local commander, most of whom will not authorize carry. I doubt it will have any meaningful impact for most of us. Trump said that he intents to issue an executive order regarding concealed carry and that might actually get us somewhere. If it's left up to the DOD though, there is too much inertia and fear of liability to allow service members to go around armed with personal weapons. As far as they are concerned, losing a few of us to the odd mass shooting is better than the alternative, even if they have no idea what the alternative really is.

    Their logic would be that there will be far more NDs per year, by bored POGs playing with their guns, than there are on-base mass shooting incidents in a decade.  If you ignore the fact that service members should have their right to self defense, it would make logical sense to ban private carry.
