Actually, it's a very good annex.  Well written and researched.  Yes, it's a joke, but as a theoretical exercise for planning disaster management in response to new and unforseen circumstances, it is very decent training.

When we tested this site we found links to destinyreef.com, which we found to be a distributor of downloads some people consider adware, spyware or other potentially unwanted programs.

That is their hosting provider.  Which probably hosts dozens if not hundreds of sites.  Odds are a couple were used for malware, intentionally or unintentionally, and the hosting company was flagged.  It's basically akin to your GPS unit warning you to avoid an address because another house financed by the same bank was used as a crackhouse.

Analogy.  Your GPS unit does not have access to banking and RE records with the default firmware.
