I'm at work, a number of websites are blocked (but not this one!), and I got a question I'm researching.  I have heard both possible answers, yes and no, from different people.  And whatever you tell me, it's still my responsibility to do the legal thing.  Just askin' to help me make sure I'm viewing things the same way as everyone else since I think this requires interpreting a rule.

I have an FFL03 Curio and Relics license, and I'm ordering a C&R eligible M1 Carbine through the CMP.  But, the CMP purchase is just me as an ordinary Joe buying it, they did not ask for nor did I provide any FFL03 information.  When the rifle arrives, am I nonetheless required to log it into my bound book record?  I'll look through the reams of crap the BATFE sent me along with my license to see if I can find the answer, but I thought it might be helpful to ask here in case anyone can give me a shortcut.

Yep, any C&R eligible firearm you get after you get your 03 FFL has to be logged and if you sell a C&R eligible gun that you had before you got the license, you have to log that too.

"Political tags — such as royalist, communist, democrat, populist, fascist, liberal, conservative, and so forth — are never basic criteria. The human race divides politically into those who want people to be controlled and those who have no such desire. The former are idealists acting from highest motives for the greatest good of the greatest number. The latter are surly curmudgeons, suspicious and lacking in altruism. But they are more comfortable neighbors than the other sort."  -RAH

Thanks for the info guys, sounds prudent.  I just got confirmation of my order today which according to them means I'm looking at about 20-30 days before it ships, so I have a bit of time to research through my copies of the regs.

Sorry, a bit of thread necromancy, but the forum is small.

The correct answer is that anyone holding an 03 FFL is licensed. The purchases made while holding the license are all considered to be made by a licensee, regardless of whether the 03 FFL was used to facilitate the purchase. ALL FTF, commercial, or CMP transfers of C&R eligible firearms must be recorded in the bound book by the licensee while the license is valid.

BTW, how's that M1 Carbine treating you? I got one from the CMP last October that I love.

Update- I did enter the M1 Carbine (and an M1 Garand too, also from the CMP) into my record book just as if I'd bought it from a dealer using the FFL03.  The M1 Carbine is fantastic!  (as is the Garand).  I sold half of my blood to get $ to get bought a 500 round can of 30 Carbine FMJ ammo for it and shot maybe a hundred rounds of that, but reloading I've been able to keep the ammo costs pretty reasonable for it.  Great fun to shoot and on the occasions when I might feel like keeping a long gun in my vehicle I often take the M1 Carbine instead of an evil-looking black rifle.
