Finer Tips of SBR Legality

Still considering building an SBR for the Long Walk Home rig... I know I'd need to get a trust established, and pay for a tax tag, but where in the process should I be before I start gathering parts?

Rainier Arms has a nice deal on an appropriate barrel right now, but I don't have a trust established, nor any of the other parts for an SBR upper (though I also seem to remember that it's best for it to be a completely separate beast, even if I'm seriously considering getting a suppressor for it as well.  I seem to remember someone saying on here that if the suppressor is pinned to the barrel, it's considered part of the barrel, and you only have the one tax tag to pay?

Basically, I'm thinking either an 8.5" or 10.5" barrel, with pinned suppressor, pistol length gas...
