To be fair, this is exactly the reason I refuse to buy a black car: here in GA, summer heat gets to 100+ degrees... add in our humidity, and you've got absolute roaster days.
Add a black exterior and a black interior to that (if you're dumb enough to not get window tinting), and you have a car that gets so hot when it's left out in the sun that you spontaneously combust when you get in it.
Or at least immediately dehydrate like a raisin. It's ugly.
But yes, mandating something that should be common sense is... sad.
